A device will be only visible through the /dev filesystem if a proper
driver is loaded. The mknod command is not relevant anymore with udev
because the device nodes will come and go automagically.
Obviously you need to load the relevant modules (possbily usbserial),
or configure your system to get them loaded. 
Do your homework and read the HOWTO.
