I've been on Debian and Ubuntu for many years and I don't think I have
*ever* seen it before *during* upgrades.  Perhaps I've missed it all
this time??

What I dread the most about Debian/Ubuntu upgrades [NB:  As far as I
can remember...which is not too far anymore :-( ] is when it asks you
about updating a configuration file that you only vaguely remember,
and all of the options given are equally bad...

Yes, I agree.  If I could select which sections to keep during the
upgrade, that would be ideal.

According to this bug report from 2010, it seems a more friendly
upgrade has been suggested but not yet done:
