If I am not mistaken it has been the basis of the last release of Gnome. So this must definitely not be vapourware.
You can have fun with Cairo with its Python bindings (http://cairographics.org/pycairo) and there is seemingly a binding for PERL too.
I am pretty sure the Python bindings receive more love than the Perl (due to the fact that Gnome has been heavily promoting Python and C#).
