They have had open borders for Japanese Citizens the entire time. Its 
disingenuous to suggest that not being able to disown your citizens 
somehow necessitates having open borders.  I think most people could 
accept them closing the borders in the interests of preventing the 
spread of COVID-19 but that is not what has happened.
