I am working at an international OpenSource company where this 
does not apply.  IIRC more than half of the newhires have been
recommended by people already working here.

One might say "the recommendation is just because there is a
reward" if the candidate is hired, but the reason is just that
"one would be happy to have them around as coworker".  Just
the opposite from "paying attention to irrelevant details".
