As I say, LC_PAPER was a dumb idea.  The PAPERSIZE variable makes a
lot more sense.

In the absence of an explicit PAPERSIZE setting, defaulting PAPERSIZE
from LANG according to the semantics proposed for LC_PAPER would be a
fine idea.
