My bet is the server.
I'm with you on that one.
A pity they don't/didn't do on-the-fly conversion for WWW pages heading towards keitai. The microbrowser only handles Shift_JIS and content providers have to fall into line.
This is truly annoying, since this is the sole reason we (at Starling) have had to add encoding conversion to our web framework. (Internally we do everything in UTF-8, and also serve that to PCs and non-Docomo keitai.)
