[tlug] KDDI cellphones and encoding

On the ArchLinux list, a fellow has commented that his senpai can't read
messages that he sends from mutt which are, as far as he knows, encoded
in UTF-8.

Does anyone know off the top of their head what encoding is used by
KDDI? (He can read messages sent to him--they seem to be ISO-2022,
however, he's a bit inexperienced with LC_CTYPE--not that I'm an expert
as you folks know--so I'm not guaranteeing that.)

Thanks for any input.
