There's plenty of effort expended toward standards that are quite good
enough.  The problem is *us* -- the users who have "no time" to
conform to standards, and end up with web sites containing Japanese
pages in UTF-8, UTF-16-bigendian, UTF-16-littleendian, ISO-2022-JP,
EUC-JP, and Shift JIS.  The users who think that USD150 for 40 pages
of the ISO 2022 is "too expensive".  The users who use vendor
extensions so that their pages look nicer.
