The problem is *us* -- the users who have "no time" to conform to standards, and end up with web sites containing Japanese pages in UTF-8, UTF-16-bigendian, UTF-16-littleendian, ISO-2022-JP, EUC-JP, and Shift JIS. The users who think that USD150 for 40 pages of the ISO 2022 is "too expensive".
