Sort of true.  Truly serious _OSS_ developers submit patches upstream.
Debian always does (except for the ./debian subtree, and that's why
./debian exists), Red Hat mostly does (ie, until they start getting
rejected too often, then they fork), Mandrake does not that I've seen.

Why should I do that?  It's (mostly) irrelevant to this issue.

Or ignore the nagging.
