I'm not sure if this is connected or will help or anything, but a few months ago my 10-year-old Dell laptop, running Ubuntu 20something, stopped charging. It was plugged in and the battery percentage was in the 60s, but the power settings panel said nothing but "Not charging". I looked around and someone recommended resetting the power manager. I can't remember what I did, but part of it involved taking out the battery and holding the power button down for 60 seconds (or something). It totally fixed my problem. Assuming you've already been through the power manager options, the
usual troubleshooting ideas are to try things like "acpi=off" in the
kernel command when it is booting.

Also, as Jim mentioned, pay attention to if it the symptoms are
identical with and without the power cable plugged in.
The other big thing to look at is the graphics driver, as that it tied
into the suspend process. I had trouble with the nvidia one (it is on my
list to go back and try again in case a recent update has fixed the
bug), so have been using the nouveau one. Each has their own quirks.
As it is the latest Ubuntu, are you using Wayland?
