Why?  I haven't seen whining about the rules, nor many "akushitsu"
repeaters.  Some people forget more than once, but they're rather
sheepish about it.  I haven't seen anybody get bellicose in years.

Those of us who have it have little trouble retaining it.  It's all
those lusers out there who never got it that are the problem....
