My point was that standard phone cables unlike category 6 cable wasn't designed for high bandwidth applications and so is not going to have adequate shielding. In best case conditions this might not be a problem, but YMMV.
I presume you have tried lowering the MTU? It could be an MTU discovery problem.
Did NTT say you had to get the owners permission?
I seem to recall so, but it makes little difference now, since the
landlord's made it clear he doesn't want me to do this.
What does your contract make clear. It was my understanding that, in general, landlords don't own the utility poles outside there building so it isn't up to them to decide how they are used. Generally contracts only require authorization to make modifications to the building i.e. punching holes through walls.
