It's not the only sensible thing to do. The remote end could also
examine the terminal type sent to it by the client, and use its own
termcap library to send the appropriate codes to the client.

Not for the telnet client, no, as it doesn't do "full-screen" output.
$TERM is for the program that wishes to do such output.
