No, because you don't really know, either.
But I'm not claiming to. Isn't the burden of proof on the positive?

I'm not claiming that TOC is high, low, in the middle, or anything else. I'm only saying that no one has shown any kind of proof that can extend beyond specific and highly contextual circumstances.

Actually, no one has shown me even that much either. I'm just trusting you that such studies maybe exist out there somewhere, and going on your description.

If someone says "Linux took me too long to learn, so I abandoned it", that's one thing (although as a data set goes, it's limited, and is hard to distinguish from PEBKAC). But saying "Linux takes too long to learn, so people don't adopt it" requires proof. And I haven't seen any.

In any case, don't worry that I'm going to wade into those murky waters too deep. I just wanted to know how far I can go in saying that truly conclusive and objective proof doesn't exist. So far, what you're telling me gives me confidence that existing data only supports a big fat gray area. Grey enough for me to stand on my claim that piracy completely obstructs any claims extracted from that greyness.
