Don't know about that. I'd expect it to open in Writer to be honest.
The most common usage for the .txt extension is Text, not Text CSV, so
opening txt in Calc would not be what is required most of the time.
Since you can only have one default Mime-type associated with each
extension, in order for what you describe to work properly you would
have to determine the Mime type via some other means other than the
file extension.
