The monitor is the least likely culprit. _If_ the monitor is the culprit, it would be by: 1. Reporting abilities that it does not actually support, or 2. Having to degraded to not being able to support the abilities that it was designed for. Quite frankly, neither of those is likely. When configuring X, do keep in mind that many or most LCDs will _not_ work at high scan rates. Many LCDs are most happy at 60Hz. Try specifying to X a generic 1024x768 LCD monitor. The card is the next least likely culprit. For the most part, they either work or don't work. Since your card is not completely dead, it's probably OK.
