If one is starting a new thread,

I'm hard pressed to find a good example of when it is 
appropriate to quote nothing. I have had too many single 
word replies come back for which I did _not_ know the 
context without having to consult the thread. One should not 
have to consult earlier posts of a thread to understand a letter. 
If one is replying, then quoting _something_ is appropriate.

Considering how well Gmail follows complex threads, 
quoting _something_ becomes even more necessary.
