Which xemacs rpms did you install?  Was it 21.1.6?  I tried to install
that yesterday, but the xemacs executables gave segmentation faults
(not doubt for the reasons Stephen pointed out in his reply).  If it
is the 21.1.6 rpms that you installed, I recommend uninstalling them
and installing the rpms for 21.1.4 instead: they work for me at least.

Of course you can also roll your own: on a Linux box it is usually
very easy to do: just make sure you configure in mule support.

In XEmacs you can also use skk (a package included in the Sumo
package) for Japanese input.  It's a quite strict input method, but
works well, but you might find Canna (or Wnn) easier to start with.
Emacs also could with its own Japanese input package.

The main clue to play with the items in the Mule menubar menu.  Set
the Language Env to Japanese, and you should be able to read and write 
Japanese.  Try that first and then ask more questions.
