You could

(goto-char begin)
(insert "=?ISO-2022-JP?B?")
(goto-char end)
(insert "?=")

then substitute `vm-mime-B-encode-region' for the call to
`decode-coding-region'.  This will probably mostly work.  ;-)

Yah.  I looked through Netscape.ad, and there was nothing remotely
plausible there either.  I guess they probably punted, too.
