If you can bring yourself to use non-free software, and you have a
reasonable amount of memory, there is a reasonably elegant workaround until
I18N nirvana is reached:

Run an (English) glibc 2.1 distribution as your main platform, then run a
Japanese distribution (based on an older/uglier glibc) in a separate virtual
machine (using VMWare's software).  Quite slick, actually.  (See
http://www.vmware.com).

I've been using VMs kind of like a penalty box in hockey: a place where
poorly behaved (or experimental) OSs (like Windows/NT) can be kept out of
trouble.  They also make nice playpens for experimenting with unfamiliar
linux distributions.  Kind of like chroot on steroids.  :-)
