Unfortunately the japanese glibc patch or lack thereof will keep anyone who wants to use Japanese from moving to 2.1, which is a pretty serious issue for jp-enabled distributions. I agree with the reasons as for why it's bad, but what needs to happen is someone has to step up and make a *good* patch (ie, work with the glibc core team) that can be rolled into glibc 2.1.?? or 2.2.x. So the Debian folks have a choice to make - go to glibc 2.1 and possibly break Japanese, or stay with 2.0 longer and lag a bit behind the rest of everyone.
