I think you may have wanted to do:
rpm -ivh gimp-0.99.10-5.src.rpm
cd /usr/src/redhat/SPECS
rpm -bp gimp-0.99.10-5.spec
      ^ or whatever your favorite -b option is, depending upon whether
        or not you need to do further customization
