About two months ago I noticed a considerable slow-down of transfer rates to Sanyo University in Okayama. (It gets its feed through Okayama University.) It's so bad now that my Windoze machine at home with a 14.4 modem is considerably faster. The only time I noticed a difference was when I downloaded a new Netscape to Sanyo via Kyushu University - that connection sustained a 64kbs flow. Next time I see him I'll ask the sysadmin about it.
