FWIW, I would flag things like this:
- upstream (kernel, nginx, etc etc.): development
- Fedora: development, testing
- CentOS stream: stabilization (errata land here before they land
  in RHEL)
- RHEL: production

For the initial request, I would here suggest a Debian stable:
CentOS stream support ends much earlier than RHEL, and with Debian
you have great chances that also upgrading to future releases goes
well.

Maybe your perception is 'Fedora as Desktop', but many more variants
and spins are available.  Some are just different in the default 
choices for filesystems and selected packages, but some also work
with other paradigms (CoreOS, IoT).
