It certainly was for me, at least out at the beach at Kujyukuri-hama (the Sotobo part of Chiba). It was unusably slow.  And that was at the rare locations where I could get any kind of signal.  

Out of dumb luck, I happened to be staying at a surfers’ pension that was part of the Wi2 300 system, so I was able to do my work using that.  I was in a bind, so I paid the 1,500 yen/3 days they were charging.  As I recall, they have a fairly reasonable (~500 yen) fixed monthly rate.  The speeds were good, as you’d expect of WiFi.

As soon as I got home, I returned the PocketWifi device to Softbank and canceled my 3,000 yen/mo. contract.
