Apples and oranges.  LaTeX is a markup language, with user extensions
implemented as simple textual substitutions in most cases.  You don't
even need a manual in many cases, cargo-culting will do.

TeX is the "C" of typesetter control languages.  Worse, it's a macro
language with many subtleties.  Merely having a manual, even one that
is one of the best self-study textbooks in print, is not enough to
make becoming proficient in raw TeX anything less than a daunting task.
