We are in the middle so this isn't an issue but Website Payments
Standard looks like the quickest to implement.  I haven't checked what
is required to be PCI compliant if we use a gateway service where we
pass credit card information to the gateway, but the ETA for setup seems
to be 1-2 months.  This does however, look like the more desirable approach.

In that case I'd use PayPal's Express Checkout instead of Website Payments Standard. The API (or rather the flow) is a bit more complicated, but it has several advantages and especially from an API point of view looks much more reliable.
