License issues.  AFAIK the most recent non-server versions of Windows
Vista and all non-server versions of Windows 7 come with a license
that does not permit running them in a virtual machine.  Oh, and our
site license doesn't permit running Windows in a virtual machine -- if
you want to do that, you need to purchase a separate license.  At
least, that's what our tech staff tells me.

Most virtualization schemes can, and AFAIK it's way preferable both
for stability and for efficiency to use Linux as the host OS.
