Let's try to remind people when top-posting occurs. I think the recent
spate of top-posting can be attributed to Scott and I being pretty
busy and not sending gentle reminders when someone top-posts.

We don't tend to get people who just do it over and over; it is
usually new list members who don't know better, so I don't know that a
scheduled reminder would do much good.
