Both GDD Phone (which you could get only in Google Developer Day 2009)
and Docomo HT-03A just have Japanese and English locales.

But Android Dev Phone 1 (which you can buy from http://android.com directly)
doesn't have Japanese locale but many other locales English, French,
Germany, Chinese, etc.
