Indeed thats whats happening, right next door at my employer.

As countermeasure government lowers employees working conditions, tries
to not establish minimum wages where possible and so on.

To make that not too obvious to voters the appropriate measures first
pass the European Union - later government can say "we must implement
what they say" and stay clean to most voters.

Seems to work, some northern europe countries already consider germany
low-wage country.
