Linux is more and more widely used in Vietnam but still very limited. If the govement has to pay $3 for a Windows included Office, the money needed to replace almost all pirated MS stuffs still costs an arm and a leg. A few months ago, the government has "recommended" OpenOffice. It is still an open question that whether FOSS like OpenOffice and Linux are good ( which can be understood as "cheap" by most of the locals ) for a country like Vietnam.
