No promises with ADSL either. I have had more outages (brown and
black) and stability issues with ADSL and to date none with fiber.

How did it turn out for you in the end?

I'm sure this may be the case some times. I'm lucky to have never come
across this. I have asked an NTT and a USEN techo on separate
occasions on what is the policy if a link is constantly saturated.
They both said if it is a consistent problem they would put in a
second link. This may have been the "corporate line" and nothing more.
