GOL does hikari. But, although my main mailboxes are on GOL, and have been since about 1991, I saved money by installing a plain B-FLETS account through NTT and then ordering GOL. They've got my Willcom connection, too. Check the Fusion GOL web site or kakaku.com for the available services in your area.
GOL's recent closing of their Usenet server was a major minus for me, but I have free access through a friend's ISP server in Panama City, FL. Excepting the time lag, it's been an adequate replacement.
I got a better connection deal going through the Internet connections desk at Yodobashi Camera (Akiba) than I was able to negotiate for myself. If you go there during a non-critical time -- early morning on a weekday seems to be best -- they have someone who will be intimately familiar with the services available to your area and can usually work out a package that gives you the best connection at the lowest cost including the cost of parking mailboxes and other services at the ISP of your choice. I did my B-FLETS connection in Tokyo and the 24M ADSL connection in Ibaragi-ken through them and saved about 20~25% on each one, plus getting free installation in both locations.
