If you do not have the choice to remove Windows from the bundle in
exchange for a lower price, and you want the rest of the bundle at the
price, then Windows is indeed free in the relevant sense.  This way of
thinking is the key to understanding all of modern microeconomics.

Dave's point is more interesting than this, though.
