Blogger does not limit bandwidth or disk usage, as far as I have seen.
Another option would be maybe osnews.com - it seems to be quite easy to add there an article.
The only reason I suggested TLUG is that I think it would be cool for us to ride Dave's coattails if he gets any publicity for his article. I'd like to see TLUG come to be better known internationally, because I think we are one of the world's top LUGs.
But if Dave has a chance to be paid for his work over at Linux.com, I'd advise him to look into that first.
