I believe that is *correct* for vertical writing, actually. But I
rarely see kana in vertical writing, so don't take my word for it.
Better, ask the nearest nengajo program, I bet they get it right!
The correct position for small kana and punctuation marks in a vertical layout is the top-right quadrant of the character 'box'. With the described hack, the ã is centre-aligned and thus too far to left and too close to the bottom.
