Yes -- if it's XEmacs.  (I think GNU Emacs can do the trick, too.)

This requires a carefully written application, however.  All of the
alternatives that I know of that work with generic X 11 apps involve
the functional equivalent of VNC.  So you may as well use VNC, as
several others have recommended.
