From what I have seen, as long as the person is polite, and not excessive, Off Topic posts are usually accepted.  One of the important concepts is to share information, and help others where they might need help.  While the list is primarily centered around Tokyo, we do have a number of members who have either been to Japan briefly, or lived in Japan before moving to another country.  While Japanese washing machines may not be totally on topic, they are a topic that is potentially useful to at least part of the group.  It might even be of use to people who are running on older computer equipment, since the issue was a matter of current an frequency, and not necessarily the washing machine in particular.  I say that if they want to summarize their findings, then so be it.  The information won't hurt anyone, and it would take up a lot less space in my inbox than a full blown on list conversation. :-)
