Just in case people didn't notice Josh's smiley, I counsel you-all to
flush any recollection you may have that htonl/htons/etc. have anything
to do with either "character set negotiation" or low-level networking.
Those functions are used for driving sockets, which are relatively
high up the networking feedchain, i.e. above IP; are not a matter
of negotiation (whether they are null or not depends on the processor
architecture of the machine used), and deal only with byte-ordering of
integers (i.e. big-endian vs little-endian).
