It doesn't need to be removed.  You just copy the whole file in
xkb/symbols, make your changes, and give the file a different name,
such as jpis.  Then you can use it from /etc/X11/xorg.conf (or
XF86Config) simply by using 'XKBLayout "jpis"'.  You probably need to
change some of the names in the file itself too.  If you add in the
appropriate compose functions (Multi_Key, I think) you should be able
to use toggle the Japanese input method with the Kanji key, and
"shift" to Icelandic characters from English mode with AltGr (probably
labelled RAlt or RWin on Linux workstations).

Unfortunately the last time I checked the documentation on the XKB
extension was really really bad.  So I'm basically guessing at what
you "should" be able to do, but am not sure about the syntax for
actually doing it.
