If you have a public IP your are not NAT-ed. Sure, the ISP can change
many things in their network, but it will be hard for you to diagnose
the exact reason for the slowdown even if you have packet loss. 
You should contact them and tell that it's slow. They'll tell you
something, if you don't like their answer then dump them ;)
