It's called latex-ucs. It doesn't handle Japanese but you can use it
together with CJK-LaTeX if you want to write for example German *and*
Japanese in the same file and don't write the German umlauts with
TeX-macros like \"o but write them in UTF-8 directly.

Yes, it is quite difficult to set up. I made packages for SuSE which
already contain the font-setup for the most common free CJK fonts,
i.e. with the SuSE package it works out of the box.
When I last checked, the Debian packages were only setup for the
Chinese Arphic fonts, for Japanese one had to do the setup manually
which is really a pain.
