I'm talking about the standard interface that you get in most simple apps, mostly enforced by the window manager or standard library APIs. I'm not trying to defend individual apps, and especially not those that deliberately violate platform conventions (eg, on the Mac the Word scrollbars ignore the setting that determines whether a click in the trough jumps by pages, or to an approximate percentage of the document size---they always jump by pages). I dunno about configuring the Mac, I can live with the Mac interface except for X apps.
