[tlug] Home Server friendly ISPs?



Hello there,

	I've recently moved to Japan (Yokohama) a month ago and got ADSL 
service from OCN (http://www.ocn.ne.jp).  However to my horror, after 
skimming through all of the service plans (even the neat IPv6 one) it 
seems that none of the service plans from OCN is really friendly 
towards someone that wants to setup and maintain their own home server. 
   I find this practice understandable by ISPs but I really dislike ISPs 
that go out of their way to make it difficult (such as renewing IP 
leases often).  Seems like a waste of bandwidth capacity to be able to 
be able to get a 20M pipe then be relegated to just downloading stuff.
	I've been scanning around http://www.ispJapan.org and some other sites 
briefly for ISPs that might be friendly but I was wondering if any TLUG 
users knew of any or have any personal recommendations for an ISP that 
is friendly towards people who want to host servers at home.     I was 
figuring Linux users and home server seem to go hand in hand hence this 
email to the TLUG.   ;-)
