caudium/roxen, window maker, mozilla, gnome, kde...
there are lots of GUIs for configuration.

but your point still stands,
the main problem is there is no cooperation between application/server 
developers and those that try to provide a common GUI for most aspects
of the system.

heck, even on the CLI side i am often missing a unified place for
setup. often i find that the same piece of information needs to be
put in different places (eg. a proxy) this is especially noticable
on a notebook used in different places where i need to reconfigure
these every day.
