Hang on, you're still too far up the protocol stack. :)
inetd accepts a connection first, *then* it checks hosts.allow and
hosts.deny to see where the connection's coming from. If at that
stage it decides it doesn't want to talk to you, it'll close the connection.
So if hosts.{deny,allow} is the problem, the symptoms would be different -
you'd see it accept the connection then close it, not reject it immediately.
