RH7.1 ja vs en?

I want to download the iso images for RH7.1 but I find that at some japanese 
ftp repositories they have folder for 7.1 and 7.1-ja . . .

What's the difference? I tought 7.1 could support all languages. Are there 
any extra packages in the ja edition? (I want an english interface but the 
ability to input/read japanese).

I think I'm opening a can of worms . . .
