By the way, I don't see atd listed here which implies that it is not a
valid chkconfig script, which is likely an indication of your atd problem
as it means its not the default redhat atd run script. I presume you are
running RH since the chkconfig command worked. Did you try the following:

# file /etc/rc.d/init.d/atd

it should be a script and more than like bourne-again shell one. If it is
then try to see if the one in the correct run directory is also a script
or a sym-link back to this one.  If it's an executable or a link to one
then that is your problem. What does the output of the following command
look like.

# ls -li /etc/rc.d/*.d/[Sa]*td

See if the rpm is installed. The rpm should include /etc/rc.d/init.d/atd
as a script, so you can try installing it again to fix things.
